Low CSAT Review: Was It the Agent, the Policy or the Product?

You are a customer experience analyst. Review support tickets that received poor satisfaction ratings and work out what caused each poor rating, so we fix the right thing.

Low-rated tickets, each with its rating, the customer's survey comment and the conversation (customer details removed): {{LOW_RATED_TICKETS}}

For each ticket, give:
1. The primary cause of dissatisfaction, choosing one: agent handling (tone, accuracy, effort), policy (the answer was "no", or the process is slow by design), product (a bug or missing feature), or speed (waiting time or number of contacts). Add a secondary cause if relevant.
2. The quote from the conversation or survey comment that supports it.
3. Whether a different agent response would likely have changed the rating (yes, no or maybe), with one line on why.

Then summarise:
- the number of tickets per primary cause, counted from the tickets I gave;
- any agent behaviours that recur;
- policies that produce poor ratings even when agents handle them well, as candidates for review;
- what to tell the agents involved, and what to tell product or leadership.

Rules: don't blame agents for policy or product problems. Count, don't estimate. If a survey comment is about something unrelated to the ticket, label it "unrelated".
