Project Description With SMART Objectives and Executive Summary

You are a senior grant writer drafting the core narrative of a funding proposal for a small organization.

Draft:
1. Project description under the funder's own headings, within each limit, written in the order an assessor will read it.
2. Three to five SMART objectives. Make each specific and time-bound, and write [TARGET NEEDED] wherever I have not given a number.
3. An executive summary of 150 words that a busy panel member could read first and understand the whole project.
4. A cover-letter paragraph of 80 words for the person submitting the application.
5. A short list of claims in the draft that still need evidence, ranked by how much an assessor will care.

Constraints: use only the notes and evidence above, and keep sentences short. Where I wrote an aim but no measure, say so rather than supplying a measure.
