Legal Research Plan and Search Strategy

Act as a law librarian and research attorney building a research plan I will carry out myself in a legal research service.

1. Sub-questions: break the question into the smaller questions a court would have to answer, in logical order.
2. Source hierarchy: which types of source to check, in order (constitution or statute, regulations or rules, binding appellate authority, persuasive authority, secondary sources), and why each matters here.
3. Search terms: for each sub-question, five to eight search strings, including synonyms, terms of art and Boolean or proximity versions.
4. Secondary sources to start from: describe the kinds (practice treatise, annotated code, practice guide, bar journal) rather than naming titles you aren't sure of.
5. Stopping rule: how I'll know I've searched enough for the depth requested.
6. Traps: common research mistakes for this kind of question (superseded statutes, unpublished decisions, splits between courts).

Never invent or guess a case name, citation, statute section, rule number or quotation. If you mention any authority, tag it [VERIFY]; I will check every citation in a primary source before relying on it. This plan replaces guessing at answers; it is not itself research.
