2. Decision required: one sentence.
3. Background: three sentences, facts only.
4. Impact if we don't decide by the date.

6. My recommendation and why.
7. What I've already tried within my own authority.
Rules: neutral tone, with no blame and no names of people at fault. Don't soften the impact. Don't introduce numbers I didn't give you; write [FIGURE NEEDED] instead.
