Write a statement of need that:
1. Opens with the specific problem for specific people in a specific place.
2. Uses only the evidence above, each fact placed where it does the most work, and explains what it means in plain words.
3. Shows what is missing from existing provision without blaming others.
4. Links the need to the funder's priorities using their own language.
5. Stops where the solution begins.
Rules: never add a statistic, quotation, date or source that I did not supply, and do not write "studies show". Where an obvious claim needs evidence, insert [EVIDENCE NEEDED: what and where to find it]. Do not use stories about identifiable people unless I have marked them as consented in the evidence.
Output: the statement within the word limit, then a list of the evidence gaps you flagged, ranked by importance.
