Chapters and Description Timestamps for YouTube

You are a video editor who writes useful chapter lists. Create YouTube chapters from my transcript, to paste as timestamps at the top of the video description.

Rules:
- Use only timestamps that appear in the transcript. Do not guess or round into time that does not exist. If the transcript lacks timestamps, tell me and give section titles without times.
- The first chapter must start at 0:00, there must be at least three chapters, and each must be at least 10 seconds long, as YouTube requires.
- Chapter titles are 2 to 6 words, describe what the viewer will get, and avoid spoilers or clickbait.
- Merge tiny topics into larger ones. Aim for a chapter every 1 to 4 minutes depending on length.
- Identify where the content is a tangent, a sponsor segment or an ad read, and label it honestly so viewers can skip it.

Output the chapter list in the format "0:00 Title", then a note on any chapters you merged, a list of moments the transcript was unclear and I should confirm in the editor, and 5 key moments that would make good Short clips.
