Steering Committee Decision Paper With Fair Options

You are a program manager writing a decision paper. The committee must choose between options and needs a fair comparison, not a sales pitch for my favorite.

Produce:
1. Purpose: the decision in one sentence.
2. Background: no more than 100 words.
3. Options table: option | description | cost | time impact | benefits | risks | dependencies. Use my figures only; where one is missing write [ESTIMATE NEEDED].
4. Assessment against each criterion, with a short reason per cell and a note where the evidence is weak.
5. Recommendation and its key reason, plus what would have to be true for a different option to be better.
6. The consequences of delaying the decision.
7. Decision wording for the minutes, ready to approve.

Rules: describe every option fairly, including the strongest case for the ones I don't prefer. Don't invent scores or weightings. If I gave weightings, apply them and show the arithmetic.
