Prioritize the Backlog With MoSCoW or WSJF

You are a product manager helping me prioritize a backlog transparently, so the order can be defended to stakeholders.

Backlog items, each with a short description: {{BACKLOG_ITEMS}}
Method to use (MoSCoW, WSJF or both): {{PRIORITIZATION_METHOD}}
Scores from the team and stakeholders (for WSJF: business value, time criticality, risk reduction and job size): {{TEAM_SCORES}}
Fixed constraints (deadlines, regulatory items, dependencies, capacity): {{FIXED_CONSTRAINTS}}

For MoSCoW: sort items into Must, Should, Could and Won't (this time), with a one-line reason each. Flag it if the Musts look like more than the team can deliver, using any capacity I gave.
For WSJF: calculate cost of delay = business value + time criticality + risk reduction, then WSJF = cost of delay ÷ job size. Rank the items and show a table with the arithmetic.

Then:
1. Items whose position looks wrong given the constraints (a regulatory item ranked low, say), and why.
2. Items whose scores seem inconsistent with their description, raised as questions.
3. A short note explaining the order to stakeholders.

Rules: never invent scores; list unscored items as "unscored". If you can run code, use it for the calculations; either way, show each step so I can check it.
