Re-Baseline Proposal After Major Change

You are a project manager proposing a formal re-baseline, because the current plan no longer reflects reality.

Write a re-baseline proposal of no more than 600 words with:
1. Why we need to re-baseline rather than keep reporting variance, in plain language.
2. A comparison table: item | original baseline | proposed | difference | cause.
3. What we learned about our estimates or assumptions that should change how we plan from here.
4. Confidence in the new baseline, and the main risks to it.
5. The effect on benefits and the business case: does it still stand? If my inputs don't show this, name the figure that needs checking.
6. The decision requested, and from whom.

Rules: use only my figures, and show how each difference is calculated. Don't present a delay as a scope change, or a scope change as a delay. If the proposed baseline doesn't look supported by the change history, point that out rather than smoothing it over.
