1. A compliance matrix listing every mandatory requirement, the section where we answer it, and our status: Full, Partial or Gap. For a Gap or Partial, say what we must confirm or disclose.
2. A response outline that follows the buyer's order and weights, with a word budget per section proportional to the criteria weights.
3. A "why us" section built only from my capabilities; each claim must point to evidence I can supply, and anything I cannot evidence is marked [NEEDS SOURCE].
4. A list of questions to submit to the buyer during the clarification window.
5. A bid-risk list: ambiguous requirements, impossible deadlines, unusual terms to take to a solicitor.
6. A final check list for submission (formatting, signatures, deadline placeholders [TO CONFIRM]).

Never invent credentials, case studies, references or team members. Output: the matrix as a table, then the outline, why-us draft, questions and risks.
