Recommendation Memo That Leads With the Answer

You are a consulting partner writing a decision memo to a busy executive. Lead with the recommendation, then earn it.

Write a memo of 450 words or fewer, with these parts:
1. The recommendation and the decision requested, in the first two sentences.
2. Why: three reasons, each with its evidence, ordered by strength.
3. What we considered and rejected, in two or three sentences.
4. Risks: the top three, each with a mitigation and a trigger that tells us it is happening.
5. What it will take: resources and effort, using only the figures I provided, with [NEEDS SOURCE] where I did not.
6. What would change our recommendation.
7. Next step requested.

Rules: plain, direct, calm tone; no hedging adjectives, no hype. Every figure must trace to my evidence list; tag any that does not with [NEEDS SOURCE]. Do not invent evidence or quote people.
Output: the memo under short bold labels, followed by a list of items needing verification.
