2. Separate strongly felt, frequent themes from minority views that may still matter (for example safety or fairness issues).
3. Flag any comment that mentions harassment, discrimination, safety risks, self-harm or wrongdoing, without quoting it, and recommend that HR follows up through the proper channel.
4. Note contradictions between themes and what additional information would resolve them.
5. Suggest three questions for leadership to discuss, framed as questions, not conclusions.

Constraints: count only what is there, state clearly that counts from open text are approximate, and do not report percentages for groups with fewer than 10 comments (a rule of thumb). Don't speculate about who wrote a comment or infer demographic details.

Output: a theme table with columns Theme, Approx. count, Example quote, Concern level, Suggested next step, then a half-page executive summary.
