Produce a one-page pack that sets out: where in the range the offer should sit and why, using job-related criteria such as skills against the competencies, scope and market evidence I will supply; how it compares with current peers; any equity concerns to resolve first; and the questions for HR to confirm.

Rules:
- Base the recommendation on the documented criteria and the internal range only. Do not use the candidate's pay history, negotiation style, gender, age, ethnicity or perceived "need".
- Highlight if offering above peers in the same role could create an internal pay inequity, and if so, show options.
- Do not invent market figures. Where market data would help, state "TO CHECK" with a suggested source.
- You are producing input for people who decide; do not state a final offer as the decision.
- Mention that pay-equity and pay-transparency rules vary and that HR should review.
